The industry that perfected risk assessment is underestimating its own transformation risk

Underwriting, claims, and distribution rebuilt for AI-first operations – without losing the institutional knowledge that took decades to accumulate.

The systems holding your knowledge are the risk

Insurance runs on institutional knowledge – pricing models refined over decades, underwriting judgement built from thousands of cases. The challenge is not that this knowledge is obsolete. It is that the systems holding it are. Legacy platforms and manual workflows are structurally unable to absorb the AI-native capabilities new entrants build from scratch.

what we do
}

AI-first insurance delivery

Legacy core modernisation

Policy admin, claims, and billing modernised with agents – preserving business logic while replacing the technology layer.

Underwriting intelligence

AI-driven underwriting that augments human expertise – faster decisions, better data, same institutional judgement.

Claims automation

End-to-end claims processing that reduces cycle time and fraud exposure while maintaining customer trust.

MGA platform builds

Digital-first platforms that give MGAs the technology stack to compete with carriers on speed and data.

Distribution transformation

Broker and agent channels modernised for embedded insurance, API-first distribution, and real-time quoting.

How ATOM applies

ATOM is our operating model for agentic engineering teams. For insurers and MGAs, its main job is to move decades of underwriting and claims knowledge off ageing platforms without losing any of it on the way.

A pod of four typically carries the work. A senior engineer owns the specification and the architecture, two juniors orchestrate the agents, and a business expert from underwriting or claims owns the acceptance criteria. That expert is the safeguard. Pricing rules and referral logic go into the specification in their words, and nothing ships until it matches their judgement.

On legacy cores, ATOM treats current behaviour as the specification. Agents read the existing policy administration or claims code, describe what it does, and generate tests that pin that behaviour down before any migration begins. Modernisation then runs as a steady stream of small releases, which is far easier to govern than one large cutover.

We have seen what this does to cycle times. For a commercial property underwriter, broker submission clean-up went from three days to about two hours. For a Fortune 100 insurer, the agentic regression suite now in delivery targets under three hours for a cycle that took three days by hand.

Each pod needs three engineers where a traditional team would need six to eight, so headcount cost per product comes down by around 60 percent. We begin with a two to four week ATOM Maturity Assessment, and the first pod is typically live by week six.

Frequently asked questions

How can insurers modernise legacy core systems without losing business logic?

We treat the current system as the specification. Agents read the policy administration or claims code, describe what it does, and generate tests that lock that behaviour in before migration starts. The work then ships as a steady stream of small releases, which is far easier to govern than one large cutover.

Can AI speed up underwriting and broker submissions?

Yes. For a commercial property underwriter, broker submission clean-up went from three days to about two hours, with every schedule resolving onto one 29-field schema.

How do you keep underwriting judgement in control when agents write the code?

Each pod includes a business expert from underwriting or claims who owns the acceptance criteria. Pricing rules and referral logic go into the specification in their words, and nothing ships until it matches their judgement.

Do you work with MGAs as well as carriers?

Yes. We build digital-first platforms that give MGAs the technology stack to compete with carriers on speed and data, alongside core modernisation and claims work for established insurers.

How quickly can an insurer see results?

After a two to four week ATOM Maturity Assessment, the first pod is typically live by week six. For a Fortune 100 insurer, the agentic regression suite now in delivery targets under three hours for a test cycle that took three days by hand.
